Voting Question: I'm getting highlights how much should I expect to pay??

I'm going to super cuts in keizer oregon and don't tell me not to go there my best friend recomended a lady who works there and she cuts my hair anyways I have my hair light light brown and I want my hair the color of lauren conrads with light blonde highlights on that so how much should I expect to pay??I would want to pay no more than 90$ And should I buy the blonde expressions shampoo by john frieda?? ;))) thanks guys Oh my hair is just berly to my armpits and I'm getting foils...
